The FSA has admitted its final retail distribution proposals could appear complicated compared to the current system but dismissed claims of market intervention. In a speech last week, the regulator's RDR head Stephen Bland gave another indication the Government will retain the whole of market element of independent advice. In its RDR paper, published in June, the FSA said the concept of independence could be tailored to focus on remuneration, which would allow tied agents to operate under the term.
