There is no proposal so straightforward that the regulator cannot turn it into something significantly more complicated. This theory of mine was confirmed when I first set eyes on the FSA's somewhat overdue draft menu a couple of weeks ago. The publication of the menu proposals, with their accompanying feedback statement on previous consultations and numerous annexes, covering such things as the research undertaken to get to this stage, is the final chapter in the regulator's prolonged review of polarisation.
