It is now 18 months since Jean-Claude Trichet took over as president of the European Central Bank. That is a reasonable period of time in which to assess the man and his performance. If you measure Trichet by the narrow mandate of price stability, then he has done his job. Inflation is just a fraction more than 2%. Yet if you were to gauge his performance by a wider interpretation of his duties - to stimulate growth and promote economic prosperity once prices are stable - he has succeeded in very little.
