The Government intends to implement rules concerning the Child Trust Fund (CTF) ahead of its April 2005 launch to give providers a head start on early applications. Children born on or after 1 September 2002 are eligible for a CTF account and the Government is therefore expecting there will be a large number of children who will need accounts opened and payments processed at the start of the scheme.
