So, two years after the Sandler Report and 18 months after the Treasury launched its first consultation on the subject, we now have the firm proposals for the so-called 'stakeholder' suite of simple products. What are we to make of them? The FSA tells us that the selling of these products will constitute advice within the meaning of the Act but there is to be a carve-out that will allow them to be sold by unqualified advisers.
