The FSA has selected a group of products to be included in the forthcoming menu system but others such as offshore funds, can be sold or advised on without having to first present a list of applicable commissions. Most of the products included are what the regulator terms mass market but there are also those it feels may present some risk to consumers. Products excluded from the menu are those over which the FSA has no control, such as occupational pension schemes, cash products outside a fund, offshore funds and, to a degree, some structured products.
