What can new Japanese mid- and small-cap index offer investors?

At the end of October, the Tokyo Stock Exchange and Nikkei announced they are to launch a new index - the JPX-Nikkei Mid and Small Cap Index - in early 2017.

The new index will apply similar criteria for inclusion as the JPX-Nikkei 400 Index, first introduced in 2015, by selecting companies that focus on capital efficiency and investor-oriented management. In this case, however, the new index will focus exclusively on mid- and small-cap companies. Its aim is to foster greater awareness of such issues among corporate executives and to meet the needs of investors looking to invest in such companies. Is the West headed Japan's way?
